I Phase of the Integrated Local Development Project (ILDP) began in 2008. and it’s implementation lasted 3,5 years. Through this phase, an unique concept of integrated and participatory local development planning was introduced.
In order to make this concept sustainable, its application should’ve been expanded horizontally, and strategic planning at the local level incorporated into the overall cycle of local development, thus contributing to a positive transformation and understanding of planning practices.
The Phase II supported further consolidation of the strategic planning system at the local level but also at the higher levels in Bosnia and Herzegovina.
It strengthened the vertical integration of strategic and financial frameworks, along with the support to the local communities in their application of harmonized strategic planning and effective management of development processes.
At the and the local development planning framework in Bosnia and Herzegovina shall be systematized and highly professional, in line with EU development planning principles. The Project consists of two main components:
Component 1 – Support to the vertical integration of the strategic planning system at the local level as well as the broader frameworks of the higher institutional levels. Throughout the Component, we support the vertical harmonization of the strategic planning of the local level with policies and financial cycles of higher institutional levels, in fact the entity level for Republic of Srpska, and cantonal level in Federation of Bosnia and Herzegovina. This is to create more coherent development frameworks in the country, to result with development effects in local communities.
Development Programming Institute is the key beneficiary in the Federation of Bosnia and Herzegovina that, in cooperation with UNDP and other active projects, work on integration and improvement of the planning system.
Component 2 – Support to participatory and integrated planning and local development management, along with strengthening of local partnerships, contributes to institutional capacities improvement at the local and higher institutional levels, while the local development planning and management culture should be integrated into public service functioning.
The Project is in line with current IPA priorities, it contributes the strengthening of the absorption capacity of local self-government units, in order to effectively use EU and domestic funds, intended to support local development.
