The Project "Implementation of Development Strategy and Social Inclusion Strategy BiH - SR / SSU BiH" has been successfully implemented for a year now, and is introducing the operational planning, monitoring and reporting process at cantonal level. This was presented at the workshops organized on November 29 in Sarajevo and November 30 in Goražde. The project is implemented by the Federal Institute for Development Programming (FZZPR), and funded by the Swiss Development Agency, it ends on 31 December this year.
Through the Project’s implementation is aimed to support the action plans development related to two strategieds, the alignment of the action plans with budget planning, and the preparation of the report on implementation in the cantons.
Workshop in Sarajevo was facilitated by Nijaz Avdukić, Deputy Director, FZZPR, and Majda Fetahagić, Assistant Director, Sarajevo Canton Development Planning Department. Key steps in introduction of open method of coordination (OMC) in the strategic planning process in BiH, action plans development, and their linkage with budget planning and public investment program, were presented by Zdenka Marija Kovač, International Expert in Strategic Planning. For the strategic planning process in 2013, it is important to link the action plans and the annual plans of the government, this implies the inclusion of activities from the action plans into the annual work plans, this is the critical step in the implementation. At the same time, this is also a test of action planning quality.
Marijana Galić, FZZPR Reporting Assistant, presented practical examples from creation of the report on the development of the Federation BiH. The creation of Development Report implies the establishment of a Reporting Team, interaction with statistical institutes, central bank, agencies, competent ministries and other institutions, document preparation, and interactive document reading. Marijana Galić explained the activities in drafting documents (gathering new data, analyzing the existing bases, analyzing the BiH Development Report document), and how to achieve interaction with the institutions (statistics, employment, health care ...), ministries. She pointed out that the strategic framework of the Report should cover issues of macro-stability, competitiveness, employment, sustainable development, social inclusion ...
The second workshop, with the same assessment - the results and as far as the implementation of the BiH Development Strategy and the Social Inclusion Strategy - ISR / SSU BiH in Bosnia Podrinje Canton, was held in Gorazde. Representatives of the FZZPR and the Implementation Unit of the Canton made an overview of the activities on preparation of action plans, the linkage of these plans with budget planning and the preparation of the implementation report. Nijaz Avdukić, Deputy Director of Federal Institute, welcomed the paricipants reminding about importance of these trainings, and Emir Okovic, Coordinator of the Implementation Unit of the Canton, and Jasmina Andrić, Local Expert in Strategic Planning, reviewed the strategic planning process and achievements in the Canton, as well as open issues.
About the open method of coordination in the strategic planning process in BiH, transformation of action plans into development programs, their linking to budget planning and public investment program, spoke Zdenka Marija Kovač, International Strategic Planning Expert. She pointed the monitoring and evaluation process as a part of strategic planning that implies definition of sets of indicators for monitoring and evaluation system in this Canton, as well as the preparation of pilot versions of annual reports on cantonal development.
In order to ensure a complete success of the implementation of the strategies in the cantons, it is necessary to involve the prime ministers of the cantons, mayors of the municipalities in these cantons, to get necessary technical and professional support, and above all the political support.
Marijana Galić, presented practical examples gained during creation of the Development Report of the Federation BiH for 2011. She informed the participants about the stage of preparation of the Report. It’s purpose is to preview the situation in the economic and financial and other spheres of life in the Federation BiH, as well as to make recommendations for further development based on the situation. However, in order to prepare a comprehensive report there is a need to ensure cooperation with other related institutions: statistical agency, the Central Bank, the employment agency, the pension and disability insurance institute and others.
