In compliance with the Decision on the Manner of Preparation, Impact Assessment and Selection of Policies in the Draft Procedure for Acts Proposed and Adopted by the Government of the Federation of Bosnia and Herzegovina and Federal Ministries of the Government of the Federation of Bosnia and Herzegovina, the Federal Development Programming Institute (FDPI) started developing theses on development planning and development management in the Federation of Bosnia and Herzegovina at the beginning of October 2013.
The primary goal of drafting this document is to improve development planning and management in all areas and to harmonise such planning and management with European norms, principles and practice. In relation to this, over the past three months USAID organised public policy development trainings that were attended by employees of the Federal Development Programming Institute. One of such trainings entitled ''Consultations in Public Policy Development Process'' was held on January 7 and 8, 2014. Training participants discussed basic steps in the public policy development consultations process, which implies identifying actors (initial and deeper analysis of actors) and development of a consultations plan and usual consultations methods in practice. The goal is to emphasize good practice examples from the European Union and individual Member States and transfer certain knowledge and skills related to public policy development consultations and inform training participants about the legal framework related to the consultations process in the Federation and consultations plan development methods applied in public policy development in the Federation.
Upon completion of consultations, FDPI will analyse the received positions, suggestions, opinions and proposals and compile a report on consultations and inform the interested parties about this.
This and previous seminars and practical trainings of the staff of the Federal Development Programming Institute were lead by Selim Kulić, the public policy development consultant of the USAID SGIP project (Strengthening Government Institutions and Processes in Bosnia and Herzegovina).
