The initial workshop was held on 23 and 24 February 2017 in Konjic, which showcased the Project of strategic planning and public policy making - phase II (SPPD II) and tasks to be implemented in the future. The first training module was held. Within the project, the training in strategic planning will be organized in the following two years through five modules, each of which dealing with one specific area. They shall be realized in the time span of two months.
Module I - "Overview of the strategic planning process, development of the vision and mission": The goal is to get acquainted with basic principles, importance, needs and role of planning in the process of strategic management; to introduce the concept of development planning and to become familiar with the main aspects of the planning cycle; to get acquainted with the Strategic Plan and effectiveness of the organization, legal framework for a three-year planning, different perspectives of planning, key elements of the planning process; to acquire knowledge and skills related to long-term planning, strategic framework, mandate and mission of the institution.
Module II - "Analysis of the internal and external environment and strategic focus": This module aims to introduce basic principles, importance, needs and role of analysis of the internal and external environment in the three-year planning process, understanding the link between the different models of analysis such as SWOT and PESTLE with strategic issues - focuses and strategic objectives of the institution.
Module III - "Defining the strategic objectives, operational objectives, programs": The purpose of this module is an overview of the strategic objectives of the institution and links with the DOB; defining strategic goals, objectives and measures of the institution; defining the indicators to measure the implementation of medium-term / three-year plans (macro indicators, final result indicators and output indicators).
Module V - "Strengthening the capacity for monitoring and evaluation of three-year plans and annual plans": The goal is to get acquainted with the role and importance of monitoring and evaluation of medium-term / three-year action plans and annual action plans; to get acquainted with the elements and processes of annual report preparation; to get acquainted with the importance of indicators related to monitoring and evaluation; to define the draft of annual work report of the institution.
The training program includes a component of lectures and a component of direct support in the working environment ('mentoring - coaching'), which involves providing direct technical support to the trainees in the work environment on the preparation of a specific document - act for each beneficiary institution, by the trainer - project team between two training modules (eg. Supporting the development or improvement of the mid-term / three-year plan of the beneficiary institution).
The training is aimed at managerial and senior civil servants who are responsible for coordinating the process of strategic, three-year and annual planning, monitoring and reporting in their institutions; secretaries - assistant ministers or other high-level government officials who will be responsible for the preparation of plans and reports in their sector within the institution; all civil servants who will be involved in the preparation of medium-term / three-year plans, annual plans and annual reports and / or responsible for the preparation and development of medium-term budget framework.
