The Regulation on the methodology for planning, monitoring and reporting in the Federation of Bosnia and Herzegovina on 20 October this year was the subject of talks between representatives of the Federal Development Planning Institution and representatives of non-governmental organizations - UNDP (Marina Dimova, Muamer Obarčanin and Amela Gačanović Tutnjević) and USAID (Almedina Šuvalija), with participation of Dinka Bujas, an expert in strategic planning from the Republic of Croatia, via Skype.
The meeting concluded that it is much easier to amend and improve the existing Regulation, and that it is unnecessary to do a new one. Also the dilemmas were expressed of whether to specify in the Regulation the specificities of each level of government, or prescribe what is common to all levels of government in the FBiH, and leave the specificities to be prescribed by specific acts of each level of government.
It was agreed to consider all suggestions and comments in the future and to complete the draft Regulation as a starting point to open dialogue on this document with the Cantonal and local actors, and that means to make the Regulation, using the best of the proposed solutions and legal procedures, more functional, more meaningful and of better quality.
