A unique methodology for the data collection and exchange should be developed in Bosnia and Herzegovina, its Entities and the Brčko District. Of course, this should be regulated by legislation or by-laws. Such a methodology does not exist at the moment, and in a society that needs to develop fast, it should not be allowed that a huge number of data is simply handled by few people.
This is one of the conclusions of the workshop on the improvement of the process of identification and data exchange from the social sector in favour of the data-based planning, organized by the Federal Development Planning Institution and UNICEF, held in Sarajevo on 8 December 2014. This project is financed by the European Union.
The workshop participants - representatives of federal and cantonal organizations and institutions dealing with data collection, processing, exchange and analysis – were first addressed by the representative of UNICEF, Ayman Abdulaban, who, inter alia, reminded that the data we have are very important for policy-making, and because of that, with everything else, they must be accurate, reliable and relevant. Abdulaban announced that from the next year until 2019 UNICEF will strengthen cooperation with institutions and organizations in Entities, to assist them in improving the situation of children, especially those from the poor communities. He expressed the belief that the workshop will contribute to strengthening the capacities of statistical institutions and organisations in Bosnia and Herzegovina.
The workshop participants were welcomed Ljubiša Đapan, Director of the Federal Development Planning Institution, who informed them about the role of the Institution, especially in the field of statistics, statistic data and their use. On behalf of the Federal Ministry of Labour and Social Policy the participants were welcomed by Miroslav Jurišić, Assistant Minister of Labour and Social Policy of the FBiH Government.
After the addressing by Gorana Knežević, senior expert associate of the BiH Agency for Statistics, on the topic „Social Statistics in BiH, the breakdown of the current situation and needs“, followed by addressing by Edin Šabanović, assistant director of the Agency, on poverty in BiH and the Entities, then the presentation of the Household Budget Survey and the challenges and opportunities, presented by Hidajeta Čolović, assistant director of the Federal Office for Statistics, and considerations of Sotac database COMP-2000 and their use, explained to the participants by Bakir Zaćiragić, director of COMP-2000, and the presentation by Sanja Duun, consultant-experts from UNICEF, on the findings of the analysis „Child Poverty in BiH“, the opinions, ideas and experiences were exchanged on many aspects of development and use of databases and their importance in the society development.
During the workshop, the data of the Survey MICS4 of the Federal Ministry of Health was also presented by MD Aida Pilav, assistant Minister of FMH, and numerous data of the Federal Employment Institute were presented by Haris Huskić, head of Employment Department of this Institute.
The workshop was jointly moderated by Rajko Živković, senior associate of FDPI, Fahrudin Memić, consultant for statistics of this Institution, and Armina Čerkić, UNICEF consultant for social protection and inclusion.
